WebI have on a few Foremans put a block of wood against the carb and hit it with a hammer. This is the only way to do it. If that does not work you will need to remove the float bowl. In many many cases the pin holding the float wears out the towers on the Honda foreman and you have to replace the whole thing. Web29 dec. 2001 · Two things come to mind- choke adjustment or a float stuck closed. I'm leaning toward the float since you say it has fuel up to the filter and will run if the carb is primed. Try rapping the top of the carb with a plastic screwdriver handle. If that doesn't do the trick- rebuild time.

Also, I used a strong mixture of in tank cleaner/fuel additive to the gas (mixed at about 2 or 3 time the directions) to aid the process. The floats freed up.
