Sets or creates the value for the specified registry entry. Update-RegistryItem tests if the specified registry entry exists, if it does, then it calls Set-ItemProperty to set the value. If the entry doesn't exist, it calls New-ItemProperty. The reason for me to create this was to simplify DSC resources.
